To prevent the spread of COVID-19 visitors must wear medical masks on the premises of the Consulate.


Please note, that the Consulate does not issue ordinary visas due to the temporary restriction on the entry of foreign citizens into Russia. However, in accordance with the decree of the Government of the Russian Federation 635-p from March 16, 2020, the Consulate can issue diplomatic and service visas, as well as business visas for crew members and technicians, private visas in cases of death or sickness of close relatives (spouses, parents and children) in Russia.

Foreign citizens that are allowed entry into Russia in accordance with the decree of the Government of the Russian Federation 635-r from 06.03.2020 (latest red. ver.) must provide PCR test results when crossing the Russian border. Please note, that this document will be considered valid if it is in Russian or English and the test itself was done using the polymerase chain reaction method no more than two calendar days before arriving to Russia. Foreign travelers are also required to fill the attached application form.

The objectives of the Center are to speed up and facilitate the application process, create comfortable conditions for applicants, clarify the rules of entry and stay in the Russian Federation, help applicants prepare the complete set of documents required for obtaining a visa, as well as represent the interests of applicants at the Consulate when submitting (collecting) documents on their behalf.

The final decision to issue or refuse a Russian visa to foreign nationals outside the Russian Federation lies with the Consulate.

Please note that applicants may apply at the Consulate, however there are some differences in the requirements. If foreign national plans on applying at the visa centre - it must be chosen as the destination for submitting visa documents in the visa application. Payment is made by debit cards and money-orders made out to the visa centre. Moreover, the centre has no appointment system and its fees are different from that of the Consulate.

The Consulate General of Russia in Montreal, on the other hand, requires the applicant to make an appointment. Payment is accepted only in the form of money-orders made out to “Consulate General of Russia”. Lastly, the Consulate must be selected as the destination for submitting visa documents in the online application form.
